Does that mean that we should have a really good second half of Season 4? I know the writers couldn't actually 'work' or 'write' but if they are real writers they couldn't help thinking about it. They should have had lots of time to iron out any kinks or plot holes that might come up even if its still only in their minds.
Or am I just living in la la land?

I'm going to guess, and this is strictly my opinion, but that is a decision that is to be made by NBC/Universal corporate.
The fact that the writers are aiming for a full complement of scripts for the season tells me that they are planning to do the whole enchilada. And we know that prior to the strike, those were in fact the plans. A split season across two years, 2 (Razor) + 10 + 10. With luck we'll see this series ended the way they want!
